Brownsville, Texas may soon become a model for other hurricane-ravaged cities as community groups institute new emergency housing measures in the wake of inexcusable hold-ups on the part of the Federal Emergency Management Agency (FEMA).

As theMonitor reports, groups like the Community Development Corporation (CDCB) in the city are assessing new ways to provide emergency housing for families in the wake of disasters, following FEMA’s slow response in providing reconstruction support to the South Texas coast after $1.35 billion in damage from Hurricane Dolly in 2008.

The Exo Housing Unit

The Exos are base housing units that make up the foundation of the Reaction housing system. They provide private living and sleeping quarters for a family of four within a climate-controlled environment. An Exo is durable enough to be stored on a long-term basis and stacks for efficient storage and transportation. Electrical power is delivered via a connector line that powers each unit's lighting and four wall outlets. CRYSTAL BEACH - In a span of hours on Sept. 13, 2008, communities that had stood for almost 100 years on the Bolivar Peninsula were nearly wiped off the map by a furious storm named Ike.

Houses, buildings, the post office, the fire station - water and wind swept them away like pebbles pulled back to sea. The storm surge killed at least 15 people on the peninsula.

Here on Crystal Beach, almost five years later, long-time residents say Bolivar no longer resembles the home they remember from before Hurricane Ike, one of the costliest storms to ever hit the U.S.
