Texas Facing Massive Well Cleanup Costs After Oil Bust

The worst oil bust since the 1980s is putting Texas and other oil producing states on the hook for thousands of newly abandoned drilling sites at a time when they have little money to plug wells and seal off environmental hazards.

In Texas alone, the roughly $165 million price tag of plugging nearly 10,000 abandoned wells is double the entire budget of the agency that regulates the industry.

The state's regulators want taxpayers to cover more of the clean-up, supplementing industry payments.

As U.S. rig counts plunge to historic lows, and with at least 60 oil producers declaring bankruptcy since 2014, energy-producing states are confronting holes in their budgets and potentially leaking ones in the ground.

Transparency an Issue in Texas Flooding Consequences

The existence of a number of aerial photos showing flood-related oil spills on a state-run website was revealed in an El Paso Times story by Marty Schladen last month, followed shortly by state officials ordering the photos removed from the website operated by the University of Texas at Austin.

Until the Times’ story was published, the photos weren’t common knowledge to the public and identified possible environmental damage caused by flooding in oil drilling areas, including fracking sites. . . .

Texas Flooding Overflows Oil Wells, Fracking Sites

The recent Texas flooding has overwhelmed oil wells and fracking sites, overflowing crude oil and chemicals into rivers statewide.

With the onset of storms finally subsiding, state officials have begun to assess the entirety of the damage caused by the flooding that occurred across the state.

As KIII reported, “state emergency management officials have taken dozens of photographs that show sheens and plumes spreading from tipped tanks and flooded production sites” of the Sabine River flood on the Louisiana-Texas border.

Port Arthur Neighbors Have Mixed Reviews About a Proposed Community Garden

Several people in Port Arthur are concerned about Valero's proposed plan to build a community garden and park.

This project would allow Valero to avoid paying part of their $200,000 fine that was issued to them in September 2013. . . .

Obama Vetoes Keystone XL Pipeline, Leaving it in Limbo

(Reuters) - President Barack Obama on Tuesday, as promised, swiftly vetoed a Republican bill approving the Keystone XL oil pipeline, leaving the long-debated project in limbo for another indefinite period.

The U.S. Senate Majority Leader Mitch McConnell, after receiving Obama's veto message, immediately countered by announcing the Republican-led chamber would attempt to override it by March 3.

That is unlikely. Despite their majority, Republicans are four votes short of being able to overturn Obama's veto.

They have vowed to attach language approving the pipeline to a spending bill or other legislation later in the year that the president would find difficult to veto.

EPA Pollution Plan to Cost Texas $2B

The EPA has proposed a plan to reduce harmful emissions of sulfur dioxide in parts of Texas and Oklahoma that would require operators of some of Texas’ coal-fired power plants to spend over $2 billion on emissions-reducing technology, according to the Texas Commission on Environmental Quality.

The plan, released Monday, would require 15 units at eight coal-fired plants be retrofitted with controls to help clear the air at Texas’ Big Bend and Guadalupe Mountains National Parks and the Wichita Mountains National Wildlife Refuge in Oklahoma.

. . . For more than a decade, Denton has drawn its lifeblood from the huge gas reserves that lie beneath its streets. The gas fields have produced a billion dollars in mineral wealth and pumped more than $30 million into city bank accounts.

But this former farming center north of Dallas is considering a revolt. Unlike other communities that have embraced the lucrative drilling boom made possible by hydraulic fracturing, leaders here have temporarily halted all fracking as they consider an ordinance that could make theirs the first city in the state to permanently ban the practice.

$3 Million Verdict in Texas Fracking Case

DALLAS — Plaintiffs Bob and Lisa Parr won a $3 million jury award in the first fracking verdict in Texas April 22. The Parrs sued Aruba Petroleum in 2011 for fracking operations which fouled the family’s 40-acre ranch property, their home and quality of life, sickened them and their pets and livestock. (See the Parr – 11th Amended Petition.)

The verdict included $275,000 for the Parr’s property loss of market value and $2 million for past physical pain and suffering by Bob and Lisa Parr and their daughter,  $250,000 for future physical pain and suffering, $400,000 for past mental anguish.

Dike, ports closed after barge collides with ship

TEXAS CITY — A collision between a barge and a ship Saturday near the Texas City Dike spilled 160,000 gallons of heavy oil into Galveston Bay.

The accident forced authorities to evacuate the dike and surrounding areas — and to close the Houston Ship Channel.

Authorities also suspended operations of the ferry between Galveston and Port Bolivar.
