To protect itself from the next major hurricane, Texas will have to build storm-surge barriers, shore up wetlands, buy out residents who live in vulnerable areas, rethink development plans and raise the first floors of existing buildings, suggests a sweeping new report prepared for Gov. Greg Abbott and released Thursday afternoon. 

The new recommendations come from Abbott's Commission to Rebuild Texas, led by Texas A&M Chancellor John Sharp . . .

Orange County homeowners are struggling to balance large loan payments and credit card debt after rebuilding from Harvey.

With many programs becoming available for those who need help rebuilding, there is one group of people who feel they are being left behind; homeowners who began rebuilding shortly after the storm using their own financial means. These homeowners are taking out loans and increasing their debt and now need help; homeowners like Linda Rose . . .

. . . After Harvey, Rose got some money from flood insurance; but her policy would go up substantially unless she rebuilt her home feet higher. So, Rose, and the rest of her neighbors on Meadowlark Street in Bridge City, are paying out-of-pocket to elevate their homes.

From Texas General Land Office - Today Texas Land Commissioner George P. Bush announced the locations of regional Homeowner Assistance Program offices in advance of the application release dates. The Texas General Land Office (GLO) allocated $1.098 billion of $2.7 billion in Community Development Block Grants for Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD) for rehabilitation and reconstruction of thousands of owner-occupied single-family homes damaged by Hurricane Harvey. Homeowners in Harris County and the city of Houston will be able to apply for similar programs funded by direct allocations. The regional offices will be open to the public starting on the date the application is released (see article in the link below).

When Hurricane Harvey left so much of Houston underwater, it highlighted a problem that’s been getting worse for years: Harris County’s existing floodplain maps just don’t work.

In the year since the historic storm, flood control officials have promised to change that, and they already had plans to redo the maps, but new data on the geography of the area and the amount of rainfall forecasters expect in the future means the new maps could look drastically different.

It’s crucial the maps are done right, as people are using the maps, meant to set flood insurance premiums, for more than they are intended . . .

Nearly 2 billion children – about 93 percent of the world’s children under the age of 15 – breathe toxic, putrid air that’s so polluted it puts their health and well-being at serious risk, a new report said. 

Many of the children die: The United Nations' World Health Organization (WHO) estimates 600,000 children died in 2016 from lower respiratory infections caused by dirty air . . . 

 . . . Air pollution can affect children's cognitive ability and can also trigger asthma as well as cancer. Children who have been exposed to high levels of air pollution may be at greater risk for chronic illnesses such as cardiovascular disease later in life . . . 

 . . . The report said that overall, about 7 million people around the world die each year because of air pollution. In fact, one-third of the deaths from stroke, lung cancer and heart disease stem from polluted air, the WHO said.

The catastrophic 2017 hurricane season – which included such monsters as Harvey, Irma and Maria – was fueled in part by unusually warm ocean water, a new study suggests.

And because of human-caused global warming, the study said similar favorable conditions for fierce hurricanes will be present in the years and decades to come . . .

 . . . "We show that the increase in 2017 major hurricanes was not primarily caused by La Niña conditions in the Pacific Ocean, but mainly by pronounced warm sea surface conditions in the tropical North Atlantic," the study said.

CORPUS CHRISTI, Texas - Hundreds of fish washed up on the beach in Packery Channel, between Padre Island and Mustang Island, on Wednesday.

Texas Parks and Wildlife tested the water along the beachfront following the fish kill, consisting mainly of gizzard shad, and identified a localized red tide bloom.

The water tested at a moderate level, indicating 100 to 1,000 cells per milliliter.

"Additional water samples were collected at Bob Hall Pier and Mustang Island State Park. Although no cells were observed at those sites, slight aerosol irritation was observed at Mustang Island State Park,” according to TPWD.

Almost half of the population of Managua, Nicaragua, is infected with Zika virus, according to a study by UC Berkeley School of Public Health researchers. Eva Harris, professor of Infectious Diseases and Vaccinology at the School of Public Health and director of the UC Berkeley Center for Global Public Health, led the research, which was published August 27 in the Proceedings of the National Academy of Sciences.

“Knowing that 50 percent of the population was infected in only a three-month period during the epidemic is important because it means that another epidemic of that size and ferocity in the near future is very unlikely,” says Harris.

Texas environment regulators should coordinate shutdowns of oil refineries and other petrochemical plants during major storms to avoid big releases of air pollution like during last year’s Hurricane Harvey, a report said on Thursday.

A year ago Harvey dumped more than 60 inches (1.5 meters) of rain on southeastern Texas, halting refineries that produce a quarter of U.S. fuel and damaging infrastructure.

Texas industry, including refineries and petrochemical plants, released an extra 8.3 million pounds (3.8 million kg) of air pollutants including cancer-causing benzene, during Harvey, said the report . . .

The bottom line: your flood insurance premium is going up again — and under a policy change the Federal Emergency Management Agency is considering, it could skyrocket even more in coming years.
